What you can build: Athens-Clarke vs. Oconee County

Zoning rules depend on the county and the property, so treat this as a starting point, not a final answer. We confirm the details for your lot before any design work begins.

*Watkinsville and other cities have their own zoning. Watkinsville requires short-term rentals to be registered with the city, and in 2026 it began allowing accessory dwelling units by conditional use in the South Main Street corridor. If your address is inside city limits, we'll check with that city.

Jefferson and Hull: Jackson County's development code lists guest houses as permitted in most agricultural and residential districts, with specific standards. The City of Jefferson and Madison County (Hull) have their own rules. We'll check them with the right planning office for your property.

Your options

Guest house (no formal kitchen)

A detached cottage with bedrooms, a bathroom and living space. In Athens-Clarke, this is the main way to add a backyard building for family and guests. It can't include a stove or other cooking facilities, so we design around that from the start and confirm the plan with planning.

Attached in-law suite or home addition

If a family member needs to live with you full time, an addition is part of the main house, so the guest house rules don't apply. It can share the home's kitchen or connect to it. This is often the most practical way to get a full-time setup in Athens-Clarke, subject to normal setbacks and permits.

Garage suite (detached garage with studio)

A garage downstairs with a finished studio above or beside it. Oconee County allows garage apartments inside detached garages, behind the house on lots under 5 acres unless a variance is approved. In Athens-Clarke, living space over a garage can't include a stove or other cooking facilities, so plan it as guest or flex space.

Basement apartment or suite

If you already have a basement, finishing it into a bedroom, bathroom and living area is often the simplest way to add space for a parent, an adult child or guests, because you're working inside the house you already have. We plan for moisture, egress and permits from the start.

How our process works

  1. Consultation. We talk through who the space is for, how you'll use it, and your budget. Then we look at your lot.
  2. Rules check & estimate. We confirm zoning, setbacks, septic or sewer, and utilities with the right planning office, then give you a written estimate.
  3. Design & permits. We finalize plans and selections, and KORE Construction Group handles permitting with the county or city for you.
  4. Build. We build to the plan and keep you updated in CoConstruct, our project management software, so you can see schedules, selections and progress at any time.
  5. Inspection & walkthrough. We pass the county inspections, walk the finished space with you, and stand behind our work. Our guarantee: we aren't satisfied until you're satisfied.

What affects the cost

Every lot and project is different, so we don't publish one price. These are the factors that move the number most:

  • Type of project. Finishing a basement, adding onto the house, and building a new detached structure are very different jobs.
  • Size and layout. Square footage, number of bathrooms, and ceiling heights.
  • Site conditions. Slope, soil, tree removal, access for equipment, and distance from the main house.
  • Utilities. Running water, sewer or septic, electric and HVAC. In Oconee, the water and septic system has to be certified adequate for both buildings.
  • Foundation. Slab, crawlspace or basement.
  • Finishes. Flooring, cabinetry, fixtures and exterior materials, plus matching the main house where the code requires it.
  • Permits and approvals. Building permit fees, plus any variance if the guest house can't go behind the house.

At your consultation, we'll walk through these for your property and give you a written estimate.

Frequently asked questions

Can I build a guest house in Athens, GA?

Yes. A detached guest house is allowed as an accessory structure in Athens-Clarke County as long as it has no stove or other cooking facilities and meets size and setback limits.

Can I build a guest house in Oconee County?

Yes, if there's already a home on the lot. You get one guest house per lot, up to 50% of the main home's heated floor area, styled to match the house. On lots under 5 acres, it goes behind the house unless a variance is approved.

Can I rent out a guest house in Oconee County?

Generally no. Oconee defines a guest house as housing for relatives, domestic employees or visitors at no fee, and short-term rentals are prohibited except where specifically allowed. Where short-term rentals are allowed, the owner must live on the property and hold an annual license. Check with Oconee Planning for your property.

What's the best way to add a full-time living space for a parent in Athens?

An attached in-law suite or home addition is usually the most practical way, since it's part of the main house. A finished basement suite is another good option if you have a basement.

Can I build an ADU in Athens, GA?

Not one with a kitchen in single-family neighborhoods. Athens-Clarke allows guest houses only without a stove or other cooking facilities, and in August 2026 the Commission voted 7–3 against a change that would have allowed them.

Can I rent my guest house as a short-term rental in Athens-Clarke?

Possibly. Athens-Clarke allows short-term rentals only as a home occupation, which means a permit, and the property has to be your primary residence. Only one short-term rental is allowed per parcel. Commercial short-term rentals aren't allowed in single-family zones.

Do I need a permit to build a guest house or finish a basement?

Yes. New structures and finished living space need building permits and inspections. KORE Construction Group handles permitting with the county or city for you.

How much does a guest house cost in Athens, GA?

It depends on size, site, utilities, foundation and finishes. We give a written estimate after we see your lot, and the consultation is free.

What areas does KORE Construction Group serve?

Athens, Watkinsville, Jefferson, Winterville and Hull.
